The Compensation Council which is in charge of compensation to and support for resettlement of the land users having been residing on the requested land plot.
Within 05-07 working days as from the date of submision, a decision on establishment of compensation council shall be issued by the District People's Committee. Company/investor may receive this decision at any convenient time for its knowledgement.

Investor has option to appoint its representative(s) to participate to Compensation Council to mediate, reach agreement on and finalize all the compensation for, and support to resettlement of existing land user(s) of the land plot in order to acquire that land plot. In fact, in most cases, investor appoints at least 03 representatives as members of Compensation Council (always including an accountant).
This step is applicable to the case of projects located within only one (1) district, town or provincial city. For the case of projects located in two (2) or more districts, towns or provincial cities, please refer to the step no. 0 following this step.
This step is done at the People's Committee of any district where project site is located. The example herein demonstrates practices at the People's Committee of Vinh Yen City for reference.
